## Summary

MIDA's own landing page for the Stratos Project Area in western Box Elder County. It is the origin of
the power figures that circulate in press coverage of the project — a Phase One commitment and a
full-buildout number — and it publishes the underlying MIDA board documents (project area plan,
adopting resolution, energy tax ordinance, master development agreement, development standards) as
PDFs. This is MIDA describing its own project, so it is self-reported tier; the documents it links to
are separate primary records and have their own pages here.

## Useful Claims

- MIDA states Phase One of the Stratos Project Area is a 3 GW commitment and that full buildout is
  approximately 9 GW.
- MIDA describes the project area as roughly 40,000 acres of unincorporated western Box Elder County,
  in Hansel Valley. This is the only public statement of the site at an area granularity precise
  enough to map.
- MIDA states the project supports artificial intelligence, cloud computing, and mission-critical
  defense operations.
- MIDA projects roughly 2,000 permanent jobs, $30 million a year to the county in Phase One rising to
  $108 million a year at full buildout, and $16.2 million in upfront funding to offset initial county
  budget impacts. These are MIDA's projections, not audited or contracted figures.
- MIDA states the project area plan was adopted by its board and consented to by the Box Elder County
  Commission, and that further development requires state environmental review and permitting.

## Reliability Notes

Self-reported tier. MIDA is the land use authority for the project area and the party that assembled
it, so this page is strong evidence of what MIDA has committed to publicly and weak evidence that any
figure on it will be built. **The 3 GW and 9 GW numbers are MIDA's own projections.** Only the 3 GW
figure appears in an instrument at all — as a Phase 1 build obligation in
[the master development agreement](stratos-master-development-agreement.md) — and that document is a
posted draft with blank signature and acknowledgment fields, so it is not evidence of a binding
commitment either. No 9 GW figure appears in any instrument located for this page.

The economic figures ($30M, $108M, $16.2M) are forward projections of tax revenue from a project that
has not broken ground and has not been permitted. Treat them as MIDA's case for the project.
